We estimate they took 10,000 American children off the street and brought them to Montauk, New Jersey. The total number of people that they pulled off the streets for the 25 stations was about 250,000.
That's exactly what they got - a time tunnel they could walk through. They started going forward and backward in time. That was the last phase of the Phoenix project.
Well between 1977 and 1978 a project called Dreamscan came on line. It ceased in 1979. The goal of the project was to gain the technical ability to enter into an individuals mind in the dream state and cause his death. Around 1987, a project called Moonscan started. It lasted into 1989 and involved positioning mind control equipment on the moon for use on the population of earth. It, like the others, has clear connections to negative alien activity.
What they essentially proved they could do was that they could control a person that they had the "signature" for. This pattern that was unique to an individual could be put into the computer program for the transmitter. There is not only an indivdual signature. There's a racial signature and also a universal signal for the human race.
What is involved with those little implants that are spheres? Those devices are about 3mm in size. They are called SBMCD's, or Spherical Biological Monitoring and Control Devices.
We are finding out that Reich programming is currently being used as of December 1990 on abductees. This is a direct outgrowth of work at Montauk. Is there some significance to the red and blue lights in the inculcation bar? The lights on the bar are of special frequencies. Pulsing of these lights is often combined with sonic patterns to virtually reprogram the mind of the individual. This kind of activity has been going on for tens of thousands of years. Why do you think that the Orion based groups that control todays society use red and blue on police car lights? Simultaneously, but with less notice, researchers in CCCP and Germany were investigating effects of lights, colour and pulsing light, and colour flashes on the brain of animals and humans, as well as on the mind/psyche. I will not go into detail, because new technologies emerged from said endeavours, including the brainwave altering machines in France, Germany, and their American counterpart, like today you see advertised (Zygon, Voyager, etc).
However, we did experiment using the very machines on the market and found most interesting information. ...We noticed that all three of us, plus four other volunteers, had the same dream for two or three nights in a row. So, we decided to investigate further. ...What we did find is that there are multiple electronic functions being formulated by the machines that apparently were not in the original set of programs or functions advertised. Very curious indeed. it is interesting to note that many highly secure underground facilities have surveillance equipment which can and does detect the presence of an individual in the out-of-body state - we have run into this before. During the late fifties, early sixties neuroscientist Dr. Jose Delgado invented the stimoceiver, a electrode capable of receiving and transmitting electronic signals via FM radio waves. Such a device implanted in the brain via the sinus cavities for example, will act as a powerful stimulant when activated by FM radio waves.
Mr. Naeslund claims that he was unwittingly implanted during an operation in Stockholm, Sweden. He has x-rays which show clearly a mushroom-shaped device in his brain. He claims that the operation was performed by Dr. Curt Strand, who inserted the device in his head through the right nasal passage. Interestingly, UFO-abductees report since the sixties how alien beings implanted them by placing small objects up their nose through the nasal passage and sinus cavity.

On October 21, 1994, the United States became a State Party to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. From 1965 to 1970, a study dubbed Project Pandora was undertaken to determine the health and psychological effects of low intensity microwaves, the so-called "Moscow signal" registered at the American Embassy in Moscow.

It is an easy psychological trick to induce negative attribution (where a "bad feeling" is caused to be misattributed to something in our environment): feeling, followed close in time with information input will color a thought, and become a conditioned emotional response (CER) if repeated.
